Tsubaseon.

'Tsubas' taken from the word 'Tsubasa' meaning 'Wings'.

Tsubaseon is only formed when an Eevee Egg is taken to the floor beneith the summet of the 'Sky Tower'. Were then the Egg must be kept with an active party for 20 consquative days. Any seen are either wild Tsubaseon that have escaped from their trainers, or are undeveolped Tsubaseon that have been in the care of other wild Pokémon that Dwell inside the Sky Tower, although these undeveloped Tsubaseon cannot fly and tend to fall from the sky, although Leviation stops them from killing themselves...
Another way is if a high leveled Eevee is trained on the floor bellow the summet for 20 consquative days in the sun, the 20th day should be the day of shining sun, which only occurs the day before a full moon. Of the Eevee is wild it must be trained on the summet by Rayquaza. Although Tsubaseon is more likely to stay with its trainer from evolving from the Eevee stage, if tamed, the Tsubaseon will become stronger and a better companion if taken from it's Egg stage.
Both occasions are very rare as most trainers either do not bother or sell them to fat rich men for science.

Pokédex Information:
Tsubaseon is a 'Free Spirit' Pokémon that doesn't like to be kept inside it's pokéball, It is very rare as they hide in the sky however, this pokémon is NOT Kegendary and has been seen many times. They glow White and their fur shines in the sun's reflection.
